Overview
Reviews hydrology, hydraulics and soils reports, water quality management plans, traffic studies, preliminary precise grading plans and writes conditions of approval for entitlement of development projects. This team plan checks all land actions and improvement plans associated with development, reviews and issues grading, encroachment and haul permits as well as coordinates the City’s storm water quality programs. Is also responsible for Developer Impact Fee reimbursement agreements, subdivision improvement agreements, bonding and maintenance agreements.

The functions performed by the Public Works Development Team include:
- Revised FEMA Flood Insurance Maps
- Laserfische Weblink (Engineering Plan Archive)
- Engineering Bulletins & Standard Operating Procedures
- Geographic Information System (GIS)
- Range, Township, Section Number (RTSN Map)
- Recommended Fees (i.e. plan check, map check) (EFFECTIVE OCT 2022)
- Provide Applications/Checklists/Standards/Notes/Guidance, Standard Design Drawings, & Plan Check Status
- Development Plan & Map Check Services Checklists/Standards/Notes/Guidance
- Review & processing of Parcel Maps (PM), Tract Maps (TM), Conditional Use Permits (CUP), Public Use Permits (PUP), Site Development Plans (SDP), Street Name Changes (SNC), Specific Plans (SP), Village Use Permits (VUP)
- Preparation of Subdivision Improvement Agreements (SIAs) and Bond Releases
- Consultation Relative to Requirements for Development Agreements
- Project Field Reviews & Preparation of Conditions of Approval
- Review & Process Permits (i.e. Encroachment, Grading, Driveway, Transportation)
- Process Land Actions & Final Maps (i.e. Right-of-Way, Lot Line Adjustments)
- Host Annual Developer Meeting (June each year) & Provide Development Engineering Handbook (DEH), Second Opinion Program
- Assistance to Building & Safety Department with Grading & Drainage Plan Checks – Building Permit Clearance
- Coordinate City's Storm Water Quality Programs & California Environmental Quality Act (CEQA) compliance WQMP/NPDES/Storm Drains/Flood Zone
- Benchmark/Survey Monumentation
- Master Drainage Plan
- Development Impact Fees (DIF)
- Map Filing Requirements County Assessor/Clerk Recorder
