City Presentation Recap

La Quinta’s 2023 State of the City was held on Thursday, September 28, at the Embassy Suites by Hilton La Quinta Hotel & Spa. The theme of the night was "Mapping Our Tomorrow."

Mayor Linda Evans and members of the La Quinta City Council celebrated the accomplishments of La Quinta and looked ahead towards the City's future with an overview of finances, capital improvement projects, economic development, new business openings and those opening soon, future developments, and significant plans relevant to the local business community. In addition to a City update, local business professionals were recognized for outstanding accomplishments and significant contributions to the community. Various awards were presented, including the distinguished La Quinta Business of the Year award.

The event ended with a special appearance from Fuego, the mascot for the local Coachella Valley Firebirds professional hockey team.

Strategic Plan

La Quinta is in the process of creating a Strategic Plan, a blueprint of sorts of the City’s long-range goals (5-20 years), the planned projects to achieve those goals, and metrics to determine success.

  • Unlike a General Plan, considered a City’s “Holy Grail or Bible,” a Strategic Plan is a flexible document that can be amended and updated as goals are achieved, or situations arise that require the City to add and reprioritize the goals.

  • We are in the beginning stages of outlining goals that will be aligned with La Quinta’s 5 Sacred Values of:

    • Health & Wellness

    • High Quality Aesthetics & Amenities

    • A Vibrant & Safe Community

    • Cultural Diversity

    • And, a Visually Beautiful City

  • We want input from the residents as well, and in the coming months, will announce how the community can get involved in developing our Strategic Plan.

  • We love that our residents are part of our process, as they helped to identify the Sacred Values just mentioned.

And, in order to accurately plan for the future (and map our tomorrow), we must be effective in managing our city today, as our foundation is built on our fiscal well-being. Let’s talk about our revenues, expenses and reserves for a few minutes.

Economic Development

I’m excited to introduce our new campaign, Shop La Quinta Local, set to launch in October.

Shop La Quinta Local

  • To celebrate these businesses, a new Shop La Quinta Local campaign has been launched, offering discounts and LQ swag to residents and visitors who shop and dine at participating businesses.

  • The goal of Shop La Quinta Local is to increase in-person shopping and dining, especially as we get into the holiday season, boosting business for our restaurant and store owners.

  • Another goal is to incentivize people to visit some of La Quinta’s specialty shops and restaurants they haven’t been to before.

  • Many of our local business owners and their employees live in La Quinta, which means they are invested in our community. They pay taxes, buy groceries, cars and other products.

  • By shopping locally in-person, people can interact with owners and get to know them and their passion for their business

  • The program launches on October 1 through the end of December to get people thinking about shopping locally for holiday gifts.

Capital Improvement Projects (CIP)

These are the big-cost items to ensure and maintain infrastructure and enhance amenities for residents and visitors to enjoy.

Before we move into our Capital Improvement Projects, our Council wanted to brag a bit about how planning and investments can help “map our tomorrow” – especially when it comes to Flood Control & Prevention measures. And, with El Niño on the horizon this winter, this investment has and will continue to yield strong results for our city at large.

Flood Prevention Measures

History:

The City prepared a Focused Drainage Study in 2015 as a result of the heavy storms in 2013 and 2014. The study identified five major areas in the City that needed significant drainage improvements to protect against any 150-year storm event. The Citywide Drainage Improvements Project was then added to the annual Capital Improvement Plan in fiscal year 2015/16, with additional funding allocated every year since.

Completed Projects:

The City has spent $15.5 million on drainage improvements since 2015 in the following areas:

  • Eisenhower Drive (between Coachella and Vista Laguna)

  • Calle Tampico (between Desert Club Drive and Avenida Bermudas)

  • Washington Street (near Avenue 48)

  • Dune Palms Road

  • SilverRock Park / Retention Basin

This includes $5 million for 11.6 acres of land acquisition for the Eisenhower Drive and Dune Palms Road retention basins.

Upcoming Projects:

Another $7.6 million is estimated to complete drainage improvements in the following areas by upsizing existing systems, adding new storm drains, and connecting catch basins to larger retention basins:

  • Eisenhower Drive / Avenue 50

  • Washington Street / Avenue 50

  • Washington Street (near Avenue 48)

  • Avenida Bermudas / Calle Tampico

  • Desert Club Drive / Calle Tampico

The Eisenhower Drive / Avenue 50 drainage improvement project is the next priority and procurement for design services is underway.

Another exciting project is the Highway 111 Corridor Plan.  We just held a Joint Study Session with the Planning Commission on Tuesday evening.

Let’s talk about more CIP projects and investments La Quinta is making that tie back to our Sacred Values of:

Parks

  • The elaborate new splash pad at La Quinta Park opened in August.  I drive by daily and see kids of all ages playing in the park.

  • A new activities promenade at Civic Center Park was completed in August and includes table tennis and corn hole games.

  • Improvements to the irrigation systems and smoothing of the sports fields at Colonel Mitchell Paige, La Quinta Park and the Sports Complex were completed this summer.

  • The replacement of two light poles at the La Quinta Sports Complex is underway.

  • As part of the new La Quinta Park Improvements Phase 1 project, the city will partner with Desert Sands Unified School District, Desert Recreation District and other stakeholders, to improve and update the facilities at Colonel Mitchell Paige, La Quinta Park and the Sports Complex.

Future of our Electricity

IID and LQ's Undergrounding Study

  • We have shared in previous updates and meetings the work being done through the CV Energy Commission to collectively explore the options for electrical service under new agreements post the 99-year lease agreement between IID and CVWD. That agreement expires on December 31, 2032.

  • While that work continues, La Quinta residents, staff and Council have prioritized the desire for underground utilities. We know that undergrounding is expensive and takes time. But, we’ve demonstrated that with the proper planning and investments, like our flood prevention and control, we need to start somewhere and determine the feasibility of such an undertaking.

  • We commissioned a study to explore undergrounding utilities. The initial results were presented at last week’s City Council meeting in a Study Session.

  • We will hold another Study Session in November to review the financial components needed should we move forward and begin the process of infrastructure improvements with underground utilities.

FUEGO Introduction

The City of La Quinta is extremely community focused – not only for our LQ residents – but for our entire Coachella Valley. We know across our valley that having strong community spirit enhances the quality of life for everyone, including those who visit our destination. Our valley is a treasure – but not so hidden like in years past. Our valley continues to garner international recognition because of our events, festivals, amenities, hiking and outdoor recreation, and dining options. It’s a special place to live, work, and play. So, I have to ask:

How many of you have visited our valley’s newest hot spot – Acrisure Arena?

How many of you have attended a concert or show this past season?

And, how many people have attended a Firebirds game last season?

With the Firebirds 2023-24 season kicking off on October 13, it only made sense to end tonight’s event with positive, high energy. Who wants to join us and get FIRED UP with our favorite mascot who has become a household name and member of our family? YES!!! Let’s bring out FUEGO!

Ahhhhh – and the crowd goes wild!!!!!
