Important COVID-19 Updates for Short-Term Vacation Rentals

Order Governing Use and Occupation of Short Term Vacation Rental Units in the City of La Quinta
As a result of increased Short Term Vacation Rental complaints and violations during COVID-19 and in an effort to retain the quality of life for La Quinta residents, Amended Executive Order #9 (dated January 28, 2021) which the Mayor and City Council of La Quinta have authorized the distribution of information and updates relating to the COVID-19 proclaimed local emergency through the City Manager is linked below.
The amendment to the order is as follows: Short Term Vacation Rental Owner and Owner's Authorized Agent must respond to calls/complaints regarding the STVR unit within 30 minutes.
Public Health Officials Lift Regional Stay at Home Order for All Regions

Effective January 25, 2021, the Regional Stay At Home Order has been lifted and travel and lodging are now allowed, including Short-Term Vacation Rentals.

Important Update for Short-Term Vacation Rentals

Moratorium on issuing new permits for Short-Term Vacation Rentals (STVR) has been extended to April 6, 2021. New permits for STVR can be issued only if you are located within Tourist Commercial or Village Commercial Districts. View Executive Order No. 10, Amendment 3.
Updates to the regulations went into effect as of January 15, 2021. View Ordinance 586.

Order Imposing a Moratorium until February 2, 2021 on Processing Any New Applications for Short-Term Vacation Rentals in the City of La Quinta Effective Immediately
As a result of increased Short-Term Vacation Rental complaints and violations during COVID-19 and in an effort to retain the quality of life for La Quinta residents, Executive Order #10 (dated August 4, 2020 and UPDATED October 7, 2020) which the Mayor and City Council of La Quinta have authorized the distribution of information and updates relating to the COVID-19 proclaimed local emergency through the City Manager is linked below.
The order is as follows:
Moratorium on processing any new Short-Term Vacation Rental application within the City of La Quinta effective immediately

Order Governing Use and Occupation of Short-Term Vacation Rental Units
As a result of increased Short-Term Vacation Rental complaints and violations during COVID-19 and in an effort to retain the quality of life for La Quinta residents, Executive Order #9 (dated July 15, 2020) which the Mayor and City Council of La Quinta have authorized the distribution of information and updates relating to the COVID-19 proclaimed local emergency through the City Manager is linked below.
The executive order is as follows during COVID-19:
- 2 violations = suspension of STVR license
- Immediate 90-day suspension for non-responsive owner/host
- STVR rules apply regardless if unit is rented (applicable to owner or guest of owner)
- Fines will be double
- No sound amplification permitted outside
- Noise limits
- Suspensions to take place after current occupant vacates premise unless egregious offense in which suspension will be immediate – (simple administrative appeal process)
Termination of Executive Order #7
Date: 06/11/2020
Terminated Executive Order Would Allow the Use of Hotels, Motels, Inns and Short-Term Vacation Rentals in the City of La Quinta Effective 12:00 A.M. June 12, 2020
Upon termination of this order, all Short-Term Rentals in the City of La Quinta still must comply with all applicable orders, directives, and guidance issued and required by the State of California and County of Riverside relating to the statewide emergency declared and relating to novel coronavirus disease 2019 (COVID-19), including but not limited to orders, directives, and guidance issued by the California Department of Public Health (DPH), its Resilience Roadmap, and authorized county variances thereto, all as may be modified and currently available at the California for All website.
