SB 1383 Organics Recycling Kick-Off!

Effective November 1, 2022, residents who already had green waste bins were required to start separating their food waste and food-soiled paper from their trash.

SB 1383 Webinars and Workshops

In partnership with Burrtec, the City offered free webinars and workshops on SB 1383 Organic Waste Recycling and Food Recovery to all La Quinta residents and businesses. Our local businesses have been recycling their organic waste since 2021 as required by Assembly Bill 1826, and with an outstanding 99% participation rate!

Residential organic waste recycling, except those in gated communities, started on November 1, 2022. Residents in gated communities began this program in Fall 2023.

What is SB 1383?

In September 2016, the State Legislature set Short-lived Climate Pollutants reduction targets for California in Senate Bill 1383 (SB 1383), as a statewide effort to reduce emissions of greenhouse gasses (such as methane, a byproduct of organic waste) in an effort to combat climate change.

SB 1383 establishes statewide targets to reduce the amount of organic waste disposal in landfills by 75% by 2025. It also sets a goal to recover at least 20% of edible food by 2025 that is normally thrown away.

From 2016-2020, CalRecycle worked to develop regulations to achieve the goals of SB 1383. These new regulations were finalized in November 2020 and took effect in January 2022.

What is Organic Waste?

Organic waste is food scraps, egg shells, coffee grinds, leaves and grass, landscape trimmings, untreated wood, organic textiles, and soiled paper products and cardboard.

Why is SB 1383 important?

The State has committed to reduce greenhouse gas emissions, improve human health, and create clean jobs that support resilient local economies. Implementing the statewide plan under SB 1383 will reduce short-lived, harmful, super pollutants with significant climate warming impacts, and is essential to achieving California’s climate goals.

Organic waste in landfills emit 20% of the state’s methane, a super pollutant 84 times more potent than carbon dioxide. Organic waste such as food scraps, yard trimmings, and soiled paper and cardboard make up one-third of what Californians send to landfills.

City of La Quinta Uses Electric Vehicle for SB 1383 Organics Compliance

In July 2022, the City of La Quinta purchased a 2022 Chevrolet Bolt EUV electric vehicle to implement the inspection and compliance monitoring of Senate Bill 1383 (SB 1383) organic waste recycling requirements. With the intent of SB 1383 to reduce greenhouse gas emissions, City staff chose to lead by example and utilize a vehicle with zero emissions to conduct compliance inspections and reviews. Most of the funds used to procure the electric vehicle were offset by the SB 1383 Local Assistance Grant Program, administered by the California Department of Resources, Recycling and Recovery (CalRecycle).
