Description:  A 252-unit multifamily apartment project includes 178 market-rate units and 74 moderate-income affordable units, not exclusive to the senior community.  Project also includes landscaping, utility infrastructure, roadway improvements, covered parking, clubhouse, pool, spa, barbeque areas, putting course, pickleball court, playground, and a dog park for residents.

Planning Commission Decision
The Planning Commission approved Planning Commission Resolution No. 2023-013 recommending City Council adopt a Mitigated Negative Declaration for the project. A General Plan Amendment and Specific Plan Amendment applications were included in this project.  These are legislative items where the City Council is the final decision-making body and the Planning Commission is only a recommending body.  At the June 27, 2023 meeting the Planning Commission vote on the General Plan Amendment and Specific Plan Amendment was 3-2.  Four affirmative votes were needed for the approval recommendation to pass, so the project will move on to the City Council with no recommendation.

City Council remanded the project back to the Planning Commission with direction to recommended review changes to items as discussed which include architectural style, building height, and garage structures.

Planning Commission Decision
The Planning Commission approved Planning Commission Resolution No. 2023-016 recommending City Council approval of changes made to the project including reduction in building height from 3-story to 2-story with new plan layout, removal of garage structures, removal of artificial turf in landscaping, and changes in architectural style from Contemporary Mediterranean to Spanish Hacienda with new color palette.
